By Zena Henry Another City Hall staffer seems to be suffering in the face of the ongoing split between the Council’s executiveActing Town ClerkCarol Soobaand administrative arms. Twenty-year-old Nnesha Hinds has been employed as a Clerk Two in the Mayoral quarters of the agency for more than eight months now, but has never received a salary.This is because the Mayoral section of the Council and the Town Clerk’s office cannot see eye to eye on the young woman’s employment. The two sides have been having their own in-house quarrels and the staffer,Joe Mullen Jersey, in this case, is caught in the middle.The Mayor’s quarters say that the young woman was hired after all agency procedures were observed,Brandon Saad Team North America Jersey, but acting Town Clerk Carol Sooba is opposing this, claiming flaws in the way the employment documentation was handled.Hinds told Kaieteur News yesterday that she was confirmed as a Council staffer since July 1 of last year. She said she heard that there was an opening in the Mayor’s quarters for the post of Clerk Two,Darcy Kuemper Jersey, and applied for the position. She said she was employed after being interviewed by the Mayor and the Personnel Officer.However, when time came to be paid the month following her employment, Hinds said she received no pay slip which would have indicated that her pay was ready. Hinds said she made inquiries into the availability of her salary but was told by the Personnel Department that her file was with the Town Clerk.Months passed and still no salary was available to the young woman. Hinds said she engaged the Labour MinistryUnpaid employee: Nnesha Hindswhich she understands made contact with Sooba, but “still nothing”. Out of sheer frustration, Hinds finally tendered her resignation, but said she was persuaded to return to work by the Mayor who advised her not to give up her money so easily.President of the Guyana Local Government Officers’ Union (GLGOU) Dale Beresford has intervened in the matter and is planning to highlight this issue and that of Council Communications Officer Royston King to the Labour Minister when the two sides meet for the monthly tripartite meeting today.King’s salary was arbitrarily slashed in half by the Town Clerk, after she and the Local Government Minister Norman Whittaker cried foul against a letter King wrote to a charitable organization about a tax waiver.King was at the time acting Town Clerk when he was instructed by the Mayor and Councilors to send a correspondence to the not-for-profit Beacon Foundation, stating that their request for tax exemption was approved. The Municipal and District Council’s Act says that exemptions by the Council body can be granted to charitable, not-for-profit organizations.King was subsequently charged in the Magistrate’s Court, for forgery,Mike Gartner Jersey, days after the Council filed a legal suit against a $27M tax waiver granted to a popular businessman. Sooba instructed the waiver based on a letter of consideration sent by Minister Whittaker. King’s salary reduction was as a result of the court case,Sean Couturier Team North America Jersey, Sooba had stated.GLGOU President Dale BeresfordBeresford told Kaieteur News that if he does not get a favourable response in Hinds’ and King’s matters,Jason Spezza Jersey, the union will be taking the issues to court.Beresford said that his understanding from the Council’s Personnel Department is that Sooba had the young woman’s employment file and up to yesterday she (Sooba) asked the Personnel Officer to demote the young woman to a clerk one staff before she could be paid. The Personnel Officer has reportedly refused,CM Punk Jersey, saying that all procedures were followed and the young lady’s qualifications are in tune with her position.Beresford said that he understands from the Labour Ministry that when Sooba was contacted some time back about the woman’s pay,Teuvo Teravainen Jersey, she hung up the telephone on the labour officer. Hinds have since sent a complaint to the Ombudsman.When Kaieteur News made contact with the Town Clerk, she accused the union president and media operatives of harassing Hinds and claimed that the young woman had burst into her office in tears before hanging up her cellular phone.Last year December, at least two nurses, supported by their colleagues, protested City Hall after the Town Clerk refused to pay them after five months on the job. Christmas had passed and Shandra Hanover and Sharon Chase were still not paid when despite being approved by the Mayor and Councilors,Ryan Murray Team North America Jersey, the Town Clerk refused to approve their salary. After employment in August, the women were finally paid last January after much public display.
